Project management of the mission is by NASA's Jet Propulsion Laboratory, Pasadena, Calif. Spacecraft development is by Lockheed Martin Space Systems, Denver.

Smith of The University of Arizona, supported by a science team of CO-Is, with project management at NASA's Jet Propulsion Laboratory and development partnership with Lockheed Martin Space Systems.
